Proposed Chapter 159, Pawnbrokers and Secondhand Dealers

On Thursday, July 26, 2007, County Staff and local law enforcement representatives presented to the Board of County Commissioners a proposed Code amendment to impose local regulations on pawnbrokers and secondhand dealers. The new chapter would define certain terms; set fourth defined hours of operation and other operating requirements; prohibit transactions with minors; specify certain record keeping requirements; specify holding periods, order the release of stolen property to law enforcement; grant law enforcement the right to enter and inspect; and provide for notices of violations and penalties.
Upon conclusion of the presentation, the Board agreed to allow the proposed amendment to proceed to a public hearing. Copies of the proposed draft amendment are available on the County’s website (ccgovernment.carr.org) and through the Department of the County Attorney at 410-386-2030. A public hearing is schedules on the proposed amendments for Tuesday, August 28, 2007, at 4:00 p.m. in Room 105 of the County Office Building. The workshop is an opportunity for citizens to meet with staff and ask specific questions about the proposals prior to the official public hearing.
